Big silver thing is an aerator so down through the middle it has a shaft and an impeller and a downdraft motor would sit on top and it would sit in a pond. It would be used to add oxygen back to the pond. With the motor on top, it would float in the water and you would secure it to the banks using wire cables or rope.
