Tool joint 2 1/4" x 3 1/4" thread appears to be good, just might need cleaned and/or greased. 
Presumably American manufactured from carbon and/or alloy steels, but unsure if this is Acme, Trident, Rampp, Spang, Gil Rock Drill, Keystone or maybe another historical tooling manufacturer. 
Put this piece of drilling history back to work on your cable tool water well drill rig
(Bucyrus-Erie 22W, Speedstar 71 or similar spudder pounder),
